Where can I practice Rally Racing?

If you could get permission to use a parking lot to practice autocross racing would it be legal?

    In most locales you will need to get a city permit. And the lot owner will probably want some sort of proof you have insurance to cover what you are doing - in other words, you need a car club that does this sort of thing all the time. My local car club in addition to hosting 8-10 timed autocross events each year hosts several schools and 2-3 "test and tune" days with the latter offering almost unlimited practice. Get yourself elected to the board of your local club and propose similar programs. That is your best bet.

Unless you are part of some club, that has insurance for such event, it's very unlikely. Rules vary, by the sate and the city. I know that a few Corvette clubs, have set up tracks, on some of the larger parking lots, but they did have to get permission, and they needed insurance. I didn't set it up, so I don't know what hoops they had to jump through, and that was 20 years ago.
