I,d say in the 11 second range. With all that downforce, an F1 car may not have to slow down very much. The Gs would be awful on the driver, though.

You would not be able to maintain sufficient heat in your tyres or produce enough down force to stay on the track.

Hey F1 cars are not designed for that type of a race track, yes with the G's it would be bad but I bet they'd be doing 10 second laps, but the cars would not last, wheels, suspensions would croak.. It would be too too wild..
