If anyone starts carting at 13-14 or 10-11 then can he become a f1 racer?

It's possible, but you have to be at legal age to be an F1 driver.

if they are very talented and catch a break they might have a chance but it is not something that is for sure.

well allot of f1 drivers come up through karts but there is relatively little chance of being an f1 driver

it's rare for someone without *significant* experience to make it that high, but nothing's impossible, especially in racing. get in the right place at the right time, win races, know the circuit, know what you're doing, and really dedicate yourself (not to mention the need for the pure, raw talent) and you may make it. even if you don't, there are many drivers who make a very good career of second- and third-tier series

It's extremely rare. Possible though - look at all the current F1 drivers and most came from carting - Lewis Hamilton, Nico Rosberg; even Michael Schumacher started in karting! But there's so many kids go karting nowadays that it's really difficult to get spotted. It also depends where you go Karting. If you're in the city you're far more likely to get spotted than if you're in the country.

Anyone with the money to afford a car and crew can be a driver.
