Honestly unless I am doing repairs to the board like using p-tex to repair gouges or the wax is just really dirty and built up, I will use base cleaner. Other then that I usually remove wax using the "hot wax method" which is pretty much waxing it and pulling the wax off the board right away. In theory the fresh wax bonds to all the crap then you can pull it off without it setting into the board. So I use it very rarely, mostly when repairing the board. Specific temp wax does make the difference but you will probably not really even notice until you are riding in extreme conditions. If you are using all temp in -5 degree whether you are gonna feel a very minor slow up, same thing if you are riding in +40 degree temperature where the snow is more apt to melt and be slushy. With that said all temp wax is probably the best way to go anyways, just cause riding in those conditions all the time is rare. Unless you are racing or all about speed you can buy more specific wax!

Base cleaner isn't necessary, but useful if you get your base dirty, cuz you don't want to melt dirt into the wax on your board, plus it creates a level surface and helps remove old wax so everything is level throughout. All temperature wax works fine, its better for areas where the temperature fluxuates a good deal, if you ride somewhere that has a specific temperature range majority of the year a more specific wax would be better. All temperature is better than a wrong temperature wax.

ive never used base cleaner and i wax mine, and even friends boards, a few times during each season and have no problems. and you wouldnt want to use it to remove excess wax because it strips everything off the base which is the opposite of what you should be doing by waxing in the first place. as far temps it probably does make some difference as far as how fast it will wear off if you use the wrong temp or you wont go as fast but overall it doesnt really matter.
