Where should I buy my Duty Free items?

If we buy and import some electrical items(LED lights) from China do we have to pay customs duty and tax?

If customs allows the items to be delivered to you, then probably yes. However, it is also possible that customs may decide that the items cannot be legally imported for some reason (such as not meeting safety requirements) and stop you from receiving the items.

it all depends on uk/india , the led and items will have tax inclusive on the buying price , and an invoice is no good for uk/india , however the deal will be if customs in uk/india seize the goods , and then review the paperwork , if there is no stringent taxes or import duties then there is no worries , uk/india wont worry aboisn'tt if it isnt worth the worry , and all cases you will only have to pay any legal duties , only if customs declare it to be avoidance , in which case they will charge the duty for imports into uk/india. most cases you wont be hassled
