The easiest way for a novice to build a web site is to start with a web template. Web Templates can be customized and you can use the layout but swap the graphics etc.... this will get you comfortable with basic HTML design and an HTML editor (like Dreamweaver). 1) Buy the URL you like (ie:www.yourname.com). You can do this at GoDaddy.com or many other sites. 2) Buy the hosting (either Linux or Windows, it really doesnt matter at this point unless you plan on employing a database. Then it is essentially Windows for ASP.net or Linux for PHP) If you are going to have an online store then yes you will need a database. GoDaddy has store templates you can use btw... I think they are about $10 a month. You will prob need a web designer at some point, just fyi. Basic sites usually run a few hundred, and they go up in price from there.
