    Hi, You could create a few articles, squidoo lenses and hubpages, this is all free to do, focus them all on the search phrases "your city wedding photography" if you don't live in a huge city it will be very easy to get top listing for the search phrases. This method is also known as bum marketing :P works great.

I am not sure on the B2c lists as I have not harvested their data before however I am sure you might be able to find some good information to target market via mail. You can also build a free business profile with Yahoo Local and from there create a banner advertisement and advertise banner and contextual on AdWords for your local market only.
