Is city Union bank a government affiliated bank?

Why City Union Bank establishing more ATMs these days? They are not much in Credit Card Industry though. Standard charted is more in to Credit Card Business but i cant see as many ATMs as City Union Bank is establishing in Cities. What is the Difference in Business strategy?

Credit Card does not need ATMs to function. 99% of the transactions on  ATMs are debit cards...Debit Cards are used by bank's customers who own  savings or current account with the bank..As City Union Bank wants to  grow its retail franchise and increase its CASA (Current and Saving  Accounts) in the overall funds (for tapping low cost deposits) its  imperative for it to provide more alternate banking channels like ATMs  to attract the customer base....
