First, the free ways that you can drive traffic: Make sure everybody you know is aware of your website (and what your products and services are), send everyone in your address book an email letting them know that your website is now up, and provide the URL and a blurb about your business in the email - - be sure to tell them you'd appreciate their help as you start up, and ask them to please forward to anyone they know who might be interested. Maybe a week or two later, you could send all that again, along with a coupon for $5 off any online purchase greater than $25... Do you have a local newspaper editor or television report who focuses on local businesses? Send them an article or even better, a press release, announcing that a new local business has been launched and letting them know your URL!
