What is the disease crabs?

  They can't be on the hair of course so I can only guess at the actual location. If they are itchy bumps above your genitals and below the top of your underwear, I'd guess they are simply from friction (too tight underwear or pants), a mild allergic reaction to detergent and/or fabric softener and/or simply sweat and heat. You could try looser underwear, maybe boxers, have your clothes washed with less detergent/ softener (most softeners are an oil based chemical; a bit of vinegar is cheaper, just as good and better for our water supply). If you exercise, or just are very active and sweat a lot down there, try using clothing with more ventilation and shower afterwards if possible. If the bumps are on your scrotum , the "bag" that holds the testicles, they are likely harmless "sebaceous cysts", irritated pores and the bumps are natural oils. Not a concern at all unless one gets infected which it may do if you scratch them or try to "pop" them. They will go away on their own though it may take a few months, or even a few years. If I've missed the mark on these, you can always ask a doctor or course.
