Chef/cook is a job that is not in demand in Canada. There's plenty of Canadian chefs out of work so why would a company hire a foreigner? If you want to move to Canada so badly learn a trade and get some experience. The trades are in huge demand right now and there's a giant labour shortage in all trades nation-wide.

Not much chance of immigrating without a specific trade, or skill that is unique, and necessary in Canada. Unless you can find a rich sponsor, forget it.
