    I always heard it was 21, but I guess I'm not sure. It's never been an issue on the railroads I have worked for. If an 18 year old begins work, it's 3 or 4 years before he begins Engineer training anyway. And so are 21 or 22 years old by that time. They usually start as Switchman (switching yard shift work), then a Brakeman and or Conductor. If one pushes for Engineer Training, it takes 3 or 4 years to become more or less accomplished at these other jobs first.

On most railroads, you have to become a conductor for one year before you become an engineer. And usually, you need to have schooling to become an engineer.

There are no laws governing this so far as I know, it is company policy. I was an engineer trainee at 19 and promoted engineer by 21, it would be very difficult to shorten the process. I went to work for a RR right out of high school at 18 and was accepted into eng'r training program the next year.
