    No, they are made of what is usually referred to as medium carbon steel, which has increased manganese to improve its toughness. The chemical specification for rails for normal use rolled in the UK is :- Carbon - 0.45 to 0.6% Silicon - 0.05 to 0.35% Manganese - 0.95 to 1.25% Phosphorus - 0.04% max. Sulphur - 0.04% max. Remainder - Iron. The steel for higher wear resistance has increased amounts of carbon, silicon and manganese. In the US they are usually made from hot rolled medium carbon steel containing between 0.6% & 0.9% Manganese to AISI 1070. (American Iron and Steel Institute Standard).
