  $2 - $3K off might be overly optomistic. If you're getting $500 - $700 off, you might be able to squeeze an extra $100 or so out of them, but realize that even though times are tough, they're not going to sell the car for less than they paid for it. As far as the best time to buy, either at the end of the month (Friday would be the best day), or as you said, in January when people won't have money to buy cars.
