As a foreigner living in Spain, it seems to me that the Spanish couldn't care less is this fiesta attracts people from around the world or not. Sure, if people come they are going to try and milk it, but if no tourists do come then they won't exactly be bothered and stop the fiestas altogether. You have to bear in mind that this is quite an old and traditional part of Spanish culture, and one that was around long before commercial tourism, so the whole point of it isn't to attract visitors anyway.
