    I presume you are referring to Granada? During the day yes it is just fine...depending on how old you are not at night time. Granada is a wonderful city....oozes history and architecture not to mention the 'tapa' culture!

Yes, you can wear shorts, but if you are going to visit a church make sure that you don't show too much body. In some restaurants the don't allow shorts, especially for men.

Where what you feel comfortable in. There will be thousands of tourists there wearing shorts. I was there two weeks ago and as it was so hot, nearly everyone was wearing shorts. I live in a pueblo blanco not far from Granada. The youngsters wear what they feel like wearing. However, what you call hot, they may not. Because of that, some people may wear jeans.
