Generally people travel to Ha Long Bay by tour. It is possible to travel independently but public transport is limited and so there are many scams aimed international tourists. To book a tour, basically you arrive in Hanoi and you can book through your hotel or through many other tourist agents there. Tours range in quality. We booked a mid ranged price one and it was a little poor in quality but you still saw everything that someone on a luxury (4 times the price) tour would see (actually I think that the travel agent booked us into the cheapest tour but charged us more). Buses go from Hanoi. You have a choice between day tours or over night tours. Day tours will mean you see the bay not visit the caves or do things like kayaking on the bay. The problem is that over night is pretty boring with little to do on the boat at night, except maybe drink, sing and maybe fish. If it is a full moon it might be different. There is an option to stay on land for an over night trip, but I am not sure about the itenerary.
