Your details are helpful, but any AEG can fit in that category once upgraded. A $95 CM028 can easily be modified to have a greater ROF than a $300 CA. The battery voltage has effect on the rate of fire (eg a 9.6v battery in a gun will have higher ROF than an 8.4v battery in the same gun), so get a gun that can use 9.6v batteries. Generally Classic Armys have high stock ROF, my dad has a CA M14 and it has a great ROF with a 9.6v. I have seen videos on youtube of the Classic Army M15A4 ROF and it is great. Classic Armys are around £200-£300 in Britain, I'd recommend one, they have great build and stock performance is excellent.
