    a license is required at 15 yrs in RI. to catch and sell fish you would need a commercial fishing license as would your boat. then you would need a dealers permit to sell. you would also need a resale number and health permit issued by your county. after all this, you would likely find that at least half of your targeted species would be game fish which would be illegal to fish for commercially and sell, anyway. check your fishing regs. l just did.

No license needed, but I do believe that it is illegal to sell game without a commercial fishing license, which I am dead sure you can't get at 13.

It really depends on the state and what you are fishing for. In Texas the age requiring a license is 16 but if you plan on taking a bull red (red drum over 28 inches) you must possess a valid license with a red drum tag. The license is minimal at best but it is better to be safe than sorry. Check with your state fish and game officers to make sure you are covered and make sure you get a name and badge number for just in case you end up in court because of the information they gave you.

You need to check with your local State DNR. They should have a website. My guess is not at 13, in Iowa I think it's 16
