you can do it for free with paypal I think, takes a few days though fo r the funds to transfer.

go to the web of your bank and you will find a form to fill under cash/money transfer and in this form you will be asked the type of transfer and then follow up doing what the transaction machine asks you to do and within 15m you are through.

All you can do is go to an ATM and withdrawal cash from your credit card. You do know that there is major fees and higher interest for this.

You can arrange for a cash advance on your credit card. Sometimes you can do this directly with your card at an ATM (if you established a PIN for your credit card) or inside a bank. Some cards also issue "checks" that you can write off the card. The interest rate for any cash advance tends to be fairly high for it though, and there's also no grace period unlike a normal charge--interest starts accruing immediately. If you need to pay someone, your quickest method might be to establish a Paypal account and send them the money that way. The payment would essentially go as a normal charge on your credit card, and the recipient could then transfer the funds directly to their bank account or request a check be sent to them. I believe there are limits on a personal Paypal account as to the amount you can send, however -- you may need to do a premier account. Anyway, if none of the above works, you should contact your bank and/or credit card company and ask them how to handle it with your specifics. They're most likely to have you establish a PIN for your card and just withdraw cash directly. Do be prepared for a very high cash advance interest rate with the method you're asking about though.
