Yes, you can rent a car here. I would not take a car into Rome though - traffic is very heavy and parking can be expensive and difficult to find. Getting to Rome for the day is very easy on the train. Take your car to a station on the train line and park there. There are train schedules and prices here: http://www.trenitalia.com/trenitalia.html Mid June is generally a pretty good time to be here although in some years it can be pretty hot then. You might consider places like Greve in Chianti, Radda in Chianti, Montepulciano, or Montalcino. Somewhere along the Strada dei Vini dei Castelli Romani might suit you too. This area is very close to Rome and includes Castel Gandolfo. Depending on exactly when you're there, you may be able to see the Infiorata in Genzano. There are fantastic pictures made with flowers in the street and a costumed parade. http://www.infiorata.it/linfiorata_.html

yes and you need to be 18

OF course you can. and as the rates are threefold the us one you don't have to pay a surplus if you are young (maybe - I'm very old now). I think that roam with a car is good as long as you remember some little rules. and what other people have already written Town council live out of traffic ticket, they like out of town guys so much that they take your picture and send the ticket, the process is completely automated so do not think you will be approached by an old traffic warden willingn to practice Englis: the rental car will receivee the tickets, doubled - for administrative reasons - an charge it to your credit card. Avoid driving in the center of a city of more than 100 thousand people. Italian centres are so crammed the local can't find park for themselves an there are not so many public places as in California. Also speeding is a Big Brother issue: the record were 43 speeding tiket in the same day to same person. If you reserve a little time before maybe you can get an AT car. There are very long cue on the roads, sometimes. But the byways of Tuscany are quite nice. As you mentioned a disabiity REMEMBER the automatic tichet: I drove a friend in Siena we had the disability pass but they sent me a tichet, because theu control the town with TVCC: I had to do an administrative oposition to save me from the ticket, I did not had to pay the fine but the administrative cost about $10. In theory every Italian town( if you have the placard in your own towm) must issue you with a provisional permit, call the Comando Polizia Municipale or the Ufficio Relazioni Col Pubblico, for more informations.
