Why are Faraday cages not able to block static or slowly varying magnetic fields? How can you block the Earth's magnetic field?

Answer:
A Faraday cage is intended to give protection against electric fields. It also works against propagating electromagnetic fields, but only by virtue of shorting out the electric part and breaking the loop of changing electric and magnetic fields mutually regenerating each other. It won't work against static or low frequency magnetic fields from permanent magnets or coils, which aren't generated by changing electric fields. If you want protection from static magnetic fields you need a box made of a high permeability, low coercivity material such as Mu-metal: http://en.wikipedia.org/wiki/Mu-metal . As a bonus but coincidentally it also works as a Faraday cage. Or (as suggested by Frank Heile) use a superconductor for your cage since superconductors exclude magnetic fields completely (up to a certain strength of field depending on the material).

A Faraday cage is just a conductor. Conductors respond to electric fields. The idea is that when there's an electric field that enters the Faraday cage, it will push electrons around. They'll keep getting pushed around as long as there's an electric field, so eventually they get pushed around enough to cancel the electric field. However a magnetostatic field does not exert any force on electrons, so we cannot observe the same effects.

Faraday cage works with eddy currents on the conductive cage, which means a mmf variation is needed for any counteraction.
