Higher studies after engineering?

I am in my 1st year of undergraduation in engineering in India. I want to pursue higher studies in a foreign country. Please advise me some methods that I can apply, so that I can study in this bad college of mine?

Ask your any seniors you will good insight about the level of colleges you friends get  in foreign country....But Make sure this is something really you want...wait till third year and see if you can make up your mind....Blaming others never help to raise your career instead learn to make your way...I also tend to complain same way in my  junior years..
