If you want and are willing to accept a knock off. There are vendors up and down every street. Choose one with a licence on his cart. The people selling from a pile of clothing on the ground may be cheaper but there are laws against you buying. Not against them selling. You can risk a large fine.

If you want cheap then it can never be authentic - it'll be a knock-off. All up and down Corso Buenos Aires and at nearly every major news stand on the streets. Even better would be for you to go to San Siro for a game! All of the vendors are there to sell everything and anything with the Milan colors on it.
