Do I need a visa to go to germany if i have a uscis travel document?

A USCIS travel document allows you reentry to the US. Unless you are already an American citizen you need a visa for any EU country you need to apply for a Schengen visa at the embassy of the state where you plan to spend most of the time of your stay that visa will be valid for Belgium and Germany.
