It doesn't matter what country you're from and to which one you might go after those 14 hours, if you're NOT leaving the airport at all then you won't need any transit visa or similar. But, like I said, you must stay inside the building. You only have to kill time. I know by own experience that killing time on an airport is horrible. I once had to wait for 11 hours at some airport which had been awfully long.

If you are an EU citizen you don't need a visa. You also don't need a visa if you don't leave the international section of the airport as you don't count as being in Germany until you pass through/into immigration.
