I'm not sure but I'll contribute the fact that the Hotel Scribe at 1, rue Scribe in the 9th arr, Paris was built in 1860 which makes it older than the Ritz that opened in 1898. I suspect that the first hotel in France was probably some nameless place along one of the Roman roads when France was still Gallia and part of the Roman empire. NB: The answer below mentions the Hotel de Ville. That means "City hall" in French rather than a hotel in the English language sense of the word.
