    Without any offense but you are one helpless traveler:) To answer your email first: the AED 10 have to be paid by the sponsor when visa is issued in the UAE. Where to receive the "OK to board" stamp on your ticket in India - I don't know but assume it will be a) when you check in or b) when you board. A tourist visa can be obtained through hotels, travel agencies or Airlines. Not all of them will do so but each one will take additional commissions beside the visa fee the Government charges. A relative of yours living in the UAE holding a valid residence visa can sponsor you as long as he fulfills the financial requirements to do so. If he does, he has to apply for a visa on your behalf at the Immigration department. Hotels will issue tourist visas for guests only and Airlines for passengers only (logical). Before you start asking now how much charges each travel agent, hotel or Airline charges, please GOOGLE and/or contact your relative. You'll find all wanted information online.

I have nothing more to add , perfect answer by H above. Really ,why would an airline or hotel assist with visas unless you do business with them (as H pointed out!). You don't need to go to embassy just for a tourist visa , for other types requiring certain documents you might have to though. You don't have to buy a ticket , but how are you going to fly without one. Perhaps by "land" or "sea" ... But only for a transit type visa a ticket showing confirmed departure from UAE is a must. Relative, Yes , as H said.
