Interesting question. I was born in UK but my maternal grandfather was born in France and came to UK in 1920s to marry an English woman with semi-German parentage. My father had a French mother (who also came to UK in 1920s) who married my paternal grandfather who was a complete mongrel - Welsh, English, Scottish, you name it. I have been unable to find out what brought my paternal grandmother AND my maternal grandfather to UK in the 1920s. Only advantage is that I can speak two languages.

Wherever you best identify. For example, I was born in West Virginia, but only lived there a few years (with years between in other states); and have lived in 2 countries/5 states since then. My parents live in Louisiana, but I currently live in -- and have lived the longest in -- Texas. So, I hesitate on being asked that question but usually answer with "Texas" since that's where I currently reside and have been for the last 18 years. In your case, I would tend to say wherever you lived from 2-18 (sounds like you forgot to say where) since that's where you've lived practically all of your life; that would be the most formative for you. You could say wherever you live now, though, and still be quite correct, or where you were born.

I think it's where you are brought up. My mum is Irish and I was born and brought up in England. Now I live in Ireland myself I still see myself as English.
