  No! Honestly the weather is not usually like that in May anywhere in Europe, let alone Paris or London. Haven't you read about the torrential rain in Eastern Europe where the Danube has burst its banks and Budapest is flooded? They have had to evacuate all the animals from the zoo or they would have been drowned. Paris in May is usually very pleasant and the best month of the year to visit as everything is fresh, unspoiled, not too hot, and the light is very pleasant. I should think that all tourists who have been either to Paris or London this spring have suffered intermittent rain, cold winds, and only very occasional sunshine.
