Answer:
I am not French; The first time I visited Paris was in 1961 and thereafter I came regularly, especially after having learned how to walk. Presently I live in Paris and therefore my opinion is the least biased of all. 1. The notorious refusal of French people to learn foreign laguages is a matter of the past. Since 10 years I am stunned how perfectly everyone seems to speak English and wants to practice speaking it, of all things with me who wants to improve in French. Half of the young population speaks a second foreign language which to my own astonishment oftenly is German. Those languages they do not only speak but they speak them embarassingly (for myself) perfect. 2. US citizens are the only ones I ever saw storming a newspaper stand bypassing the waiting queue demanding the "US Weekly" or any other paper being published in a language wich is commonly understood on this planet. This paper which by miracle is available then is attempted to be paid with a five dollar bill and a collection of US coins. If anybody would sit in my café ordering in a deep Texas accent 2 cups of coffee (for 6 persons) and a bucket of water together with a number of empty cups to make the coffee drinkable "because the French are not even able to cook American coffee", the order being sided by one toast not too dark with the brims chopped off and covered by low fat margarine because "the family is on diet" (which easily can be seen to be an urgent necessity) being also attempted tobe paid in greenbacks, the elderly waiter from the beginning identified as "carssong", I would become aggressive too. Anybody showing the smallest intention to make his/her request somehow understandable, asking if the other is able to understand an accent from the swamplands of the Gulf of Mexico and even being ready to pay in local currency and also suppressing the impulse to explain that the half fat diet toast must be without frog meat will be treated very friendly and with real helpfulness. Restaurants are difficult to recommend because all of them have something which is unique and worth a visit. The most excited comments come from visitors having been at La Coupole at Boulevard Montparnasse, Metro station Montparnasse Bienvenüe (the "ü" is not a typo because it is the last name of the architect of the Metro). However if planned in the evening the table must be reserved a few hours before. Otherwise you have to wait at the huge bar and with 100% certainity are drunk from the champaign served at the bar until your table is ready. Inall other resraurants the "Formule" is for the workforce and consists of an appetizer, hot meal and a dessert. It costs around Euro 12.-. A la carte I calculate Euro 20 to 25 per person, all included. If you want me I can also spend Euro 1200.- per person. This I can also do in New York on request.

most of what people have said rings true with my experience, I went to paris a year ago. As for knowing french, if you stay to the touristy areas, no problems. If you do pop into a hole-in-the-wall, try your best to speak french, they really appreciate that and anywhere you go you should try to speak the local language. Also, remember that there are small translational issues, for example: they don't say restroom or bathroom, they just say toilet. You should know a bit of french just in case, for any reason, you find yourself in a pinch. I don't know your financial standing nor how many mouths you need to feed, but my girlfriend and I didn't have the most flexible of budgets. We did manage to spend about $120 on a three course meal. It was a great deal at Cafe De Luna in Place de Clinche. We ate there because they had a deal for a three course meal and we got everything we wanted there from escargot to creme brulee and drinks. It wasn't the fanciest place, but the food was good and reasonably priced. It was very close to the Moulin Rouge, a great neighborhood to be in. When we withdrew money, we tried to be in that area because it was so nice there we felt comfortable that we weren't going to be mugged right off the bat. As for the french being rude, be nice and they will respond nicely. When applicable try basic french at least and be patient with their english.

The French are rude to all Americans so even trying French is a ware of time. Just learn signs like bathrooms, exits, one-way, tunnel, etc. Lunch can be fruit and bread and cheese with coffee or a ham and cheese on a roll about$10. Dinner can be$25-50, unless you hear music, then plan on $100-$200.
