Evaluation Not-for profit agencies (NPOs) are organizations that are legally incorporated in their state as nonprofit corporations and thereby subject to state charitable laws. Additionally, they have been granted tax exemptions by the IRS, usually categorized under 501 (c)(3) organizations. Nonprofits represent the essence of voluntary action by citizens to provide the services they need and want, services that government and private corporations cannot provide legally or fail to provide because they are not politically or economically viable and thus represent pluralistic democratic values. One feature distinguishing nonprofits from public agencies is that they are self-governed. They are governed by an all volunteer board of directors to whom the executive officer is responsible. Since NPOs are self-governing bodies, they can challenge the polices and practices of private corporations and governmental agencies. In Nonprofit agencies, payment for services rendered does not cover the full costs of production plus an amount for profit. Nonprofits cannot earn a profit, although they are able to generate a surplus. Nonprofit organizations receive significant funding from private philanthropy (including: individual, corporate, and foundation donations and grants). They may also receive significant governmental funding through purchase of service contracts, grants, and governmental insurance payments such as Medicaid. NPOs also frequently earn revenue from fees for services of various kinds, including third-party private insurance payments, direct fees, and income from related business activities. Not-for-profit agencies are often perceived as more innovative than public agencies because fewer regulations constrain their programs. They tend to be smaller than public agencies and have boards composed of residents. Nonprofits are recognized and authorized by Congress (as well as state legislatures), which determined that certain types of enterprises should be free from the burden of having to pay income taxes. It also decreed that society should support and foster many such organizations. In order to accomplish these goals, it established a class of entity now known as a tax exempt corporation, or nonprofit corporations.
