I don't know about online cheap services, but here are these little ink shops popping up all over the place. I have found a couple of them in the Atlanta area that will refill your empty cartridges for about $13, compared to buying a new one at a ridiculously high price. As you drive, look out for them in your neighborhood strip malls.
