If i have understood your question correctly, your monitor displays the BIOS steps like showing the amount of ram etc and once windows screen loads the monitor displays a message Over Frequency Range? This happens when you have set a Resolution which your Graphic Card supports and Your Monitor Doesnt Support. To resolve the issue, keep pressing the <F5> key when windows is starting. You will get OS Menu. Select Safe mode will start the computer in minimum graphics resolution. Right click on Desktop Select Properties select less resolution click apply and restart the System and your up and running. In some computers you will have a Check box saying whats the Resolution and Refresh rate the monitor supports. Keeping this checked will show only resolutions that your monitor supports. If you need any further clarification please get back to me.

You have your display properties set to high for the particular monitor you are using. You need to reduce the display frequency. 1. Go to the Display properties by right clicking on the Desktop and selecting properties. 2. Click the settings tab and then click the advance button. 3. From the advance page click the Monitor tab. 4. Lower the frequency rate to 60 or 70 hertz
