    German universities, by far the most of which are state universities don't charge tuition. There are generic student fees, but they are minimal and don't depend on the classes you take. So if you don't start here and just move there to get your education you won't pay much beyond your living expenses. I got a 'Vordimplom' in math in Germany (took 6 semesters), which the University of Southern California, Los Angeles equated to a BS in math. I then continued on at USC as a grad student and with the tuition waived for being a teaching assistant - cheapest education you could get.

I don't know of any schools. There are even less scholarships available for international students. International students also have the highest tuition rates. With the exchange rate, it might still be cheaper to attend a top rated European university than it would be to atten a top tier US university.

I am not aware of any. I studied at Martin-Luther University in Halle, Germany through an exchange program and had to pay for my home university's tuition while I was gone. There may be some universities out there that are trying to attract more international students by offering scholarships/grants, but you will need recommendations from professors and a strong academic record. Also, when I was a Fulbright grantee, I received free tuition at Vilnius University in Lithuania, but you would have to apply for a Fulbright. Basically, it will take some work to get your education for free. Consult someone in international education at your local university and see what he/she says. Sorry that I couldn't be of any real help...
