  You need to be fluent in the language at a high academic-technical level. Erasmus program in Germany might be taught in English, but you still need high level of skill in German to survive there. Singapore is a very small place, takes less than an hour to get from one end of the island to another. You can explore on weekends, an hour or an afternoon at a time. However, you are absolutely right that Singaporeans are very well-educated, very ambitious, and extremely disciplined when it comes to studying. You MUST work very hard in school in S'pore. Hong Kong Chinese are very similar. S'pore schools (e.g. NTI, NUS) are excellent, probably better than HK University. But the students really burn the midnight oil. Extremely hard-working and very competitive.
