What would be a good university to go to to learn Japanese?

If i go to a university abroad, will i have to learn their language?

I know someone who just went to Hungary to study dentistry. While the course itself is taught in English, he has to learn Hungarian as he will be doing work placements and will need to speak to the public. He'll also need to use Hungarian when out, for example in shops
