The only way to go to high school in Australia is as a foreign exchange student for a summer session, semester, or school year through an internationally recognized foreign exchange student program where you would stay with an approved host family. Maximum is one school year, and you return home to complete high school & graduate. Since Australian school year varies widely from US calendar, you've waited rather late to sort this out. you can do it in high school or college (though not all colleges have an exchange program to australia). search for high school exchange programs on google. there are a lot of them, but the big ones are rotary youth exchange, afs, and yfu. make sure you do your research.

Yes, it is high school. To study in Australia your biggest issue is that you are a minor and would need an adult to take responsibility for you and your parents to agree (to yu going and then paying your expenses there. Next you need to send your transcripts and a description of your courses to the Department of Education of Australia so they can convalidate (translate to the Australian system) what you have studied so far so they know in what grade to place you e and then you take that document to the school where you want to study. It doesn't make a difference that you live in Texas.
