Australian universities will accept both IELTS and TOEFL. TOEFL is seen as more reliable by English teachers, but the universities don't care:)

Neither is any sort of "higher qualification." These are achievement tests, and different schools require different tests. IELTS is British English; TOEFL is American English. See which is required by the schools you want to apply to. For UK & Australia, usually it's IELTS.
