Quite simply, it isn't. It's true that most vegetarians drink milk. It is also true that most vegetarians eat eggs. Vegetarians, by definition, do not consume that which results from the death of an animal. Since eggs don't come from dead chickens, they are acceptable for vegetarian consumption.

It isn't vegan because it is from an animal. It is vegetarian.

What you commonly know as a vegetarian will not eat meat and fish. The animal products they will eat are Eggs and dairy. A vegan will not eat anything from an animal, commonly because they do not believe animals live to produce food for humans to eat.

Eggs and milk are considered vegetarian. Not vegan, however, because vegans strive to avoid animal products as much as possible in fear of animal exploitation.

Any Animal byproduct is not vegetarian. Most vegetarians just don't eat the actual animal. Either from belief or taste.

Egg can develop a living animal or bird. They are non-veg , so egg is also considered as non veg. But milk is a nutritious drink, but it cannot develop living animal or bird, so it is considers as veg.

Okay, well there are two types of people who don't eat living things. There are vegetarians and vegas. Vegetarians will eat eggs and drink milk because no animal died for the production of it. Vegans will not eat eggs or drink milk or eat anything that came from an animal; whether the animal died or not.

Most Indian vegetarians believe that eggs are non-veg because they contain animal cells (the female genetic material). I think that because Indian vegetarians generally don't eat eggs, the egg industry there is not as industrialised, and fertilised eggs are sold along with unfertilised eggs for food (although this is all changing with the advent of supermarkets). Edit: I would just like to point out to Mr Extrasoft (who still doesn't get it) that the motivation for people to become vegetarian was always to do with feelings of equality with animals and it is only in recent times that people have really taken to it for health reasons. Also, if you'd cared to check, this question was asked from India where they view eggs in a different light to the West.
