I searched around for a while when I was looking for one and found a great one that did exactly as I wanted, and it's even free (free trial, then register it for free, then you have it for good). The BB Flashback Express. You can record from 1-22 fps, and even internal or external mic sound recording too. You record what you want, then load it in the player it comes with, then you can convert it into an AVI with the player. I'm suprised that it's free.
