She should give her cell number to the police, then get them to track the number, then bust his ***, then sue him. This should take a bout 6 months to a year to come to a conclusion, at which point her new cell phone will be outdated, and she will then have wasted her time fighting for it. Buy a new cell phone with a tracking device and/or remote detonator armed with c4.

if she didn't have insurance, she has to buy a whole new phone. she may be able to buy a cheaper one on ebay, like a slightly used one. and you can buy a refurbished one from at&t for $150 ($100 less than a new one).
