Answer:
I think in the US you have a "family plan" option where you can share some of your parents' minutes? When I lived in the US, many of my friends had that. I used to think that 13 was too young for a cell phone, but times have changed and a several years of living in Hong Kong and England have changed my perception too (because every kid has a phone in these parts, where there are more cell phones than people...)

Virgin Mobile because there is no monthly service fee. Your unused minutes roll over each month. You can even get certain phones for free 'cause they include air time (like the OYSTR). Text messages are 5¢ or less and there are also unlimited plans for cheap. I've had my Virgin Phone for 2 years. They have hundreds of cool ring tones, wall paper and screen savers you can get. http://virginmobileusa.com You can buy online or at many stores like Target or Walmart in the USA. Babysit for money. .

I would have to say virgin mobile.

Page Plus can be 4¢ per text message if you buy bigger cards, you can activate any old verizon phone on Page Plus for $5 and get 100 free minutes or 150 texts ($12 credit used the way you want)

Hm . . . I'd talk to the AT&T (used to be Cingular) salesmen about their prepaid services because I believe you can get prepaid plans without buying those cards (it has a preset number of minutes and such on it). That way, the minutes you don't use will Rollover to next month, which really is convenient. I believe it's $20 a month for unlimited texting and such as well. Whatever you do: Don't go with Alltel. They are vicious when it comes to activation / deactivation fees (in case something happens), insurance (if you lose your phone you have to report it within 30 days or they will pay NOTHING on a replacement phone which is bogus), and other fees they like to stick on your bills.

Whatever you can afford to pay. Depends on also where you live, what are services are available in your area. Discuss about with your parents first.
Q&A time
It is best to go MetroPCS. All the texting and incoming/outgoing calls at a reasonable price.

t-mobile has unlimited text messaging for 10$ a month. If your family already has t-mobile they can add another line for 10$ a month. So that's 20$ a month unlimited text messaging, free nights and weekends, and t-mobile to t-mobile is free.

Do you really need a cell phone at 13. Save your money- you'll need it to pay for college.
