People say that upgrading from DVD to Bluray on plasma TV will not make a huge difference, but for LCD it will. Is this true?

First off, who are these 'people'? LCD is no better at showing more detail than plasma. If both TVs are the same size, and the same resolution, they should show the same detail. But don't confuse detail/resolution with anything else like color quality, color gamut, contrast ratio, motion resolution, brightness etc. Going from DVD to blu ray would make no difference if it was a very tiny 26 inch flat panel TV that happens to be 15 feet from the couch, at that distance no human will be able to pick out the DVD versus the blu ray with very much accuracy. If that screen is just a foot away, like say when you are sitting in front of it like a monitor for a PC/Mac, yes the difference is huge. I heard the same thing years ago when DVD first came out, that VHS was fine and DVD was no better. Sure, on a 13 inch tube TV, you might not see the difference, but on a good TV, it's night and day, a baby could see the difference.

When it comes to HDTVs, I believe the minimum for screen sizes to notice a difference is 37" or higher. However, for plasma, I don't think they make them smaller than 42 inches.

Yes & no. Blu-ray players work best on TVs w/ a 1080p resolution. Some older plasma & LCD still have 720p. Some newer cheap ones still do. I saw a new 46" plasma TV w/ 720p res & it looked like crap. A smaller 32" LCD at 1080p looked considerably better. Many of the new Blu-ray players are affordable now. Making a plain old dvd player obsolete. Yes they play the older dvd's nicely. All Blu-ray players will upconvert the res of older dvd's to 1080p. But you must connect your TV & blu-ray using an HDMI cable to see it. I like Blu-ray b/c I also have a newer receiver to decode the Hi-def surround formats. I like the new technology b/c my home theater is actually worth a damn so it sounds great!

There will be a big difference in the picture quality from a Bluray player provided you use a 1080p Tv and a bluray disc.

Its true are far as im concerned due to that most plasmas run in 1024x768, 720p which is crap if you ask me . Sure plasmas are known for better black levels and 600 hertz refresh rates but modern LCD'S that are able to run at 1920x1080, 1080p 240 hertz are kicking butt and now with LED'S oh yah.
