How do i make pictures look good without using flash?

Basically the condition is too dark to not use the flash. If you disable it the camera is compensating by using a slower shutter speed which is why you get blur. You could 1) use a tripod 2) increase the ISO manually 3) introduce more light - as in continous light not flash light I'm guessing you use a compact camera which means using a faster lens is not going to be an option but you can get flash diffusers/boucers even for compacts which will help when you must use flash. I've found that the flash helps even in bright daylight. It eliminates unwanted shadows. You should have 3 settings on your camera, almost every camera does. ISO, F-Stop and shutter speed. To make your picture less bright try a lower ISO or faster shutter speed. If you have aperture priority mode on your camera the camera can calculate the shutter speed for you.

Assuming you have the image in focus there are 2 causes of blurring - the subject moves or the camera moves during the shot. Do as many of these as possible: 1) absolute essential - your subject must not be moving 2) use a high ISO setting 3) Use as wide an aperture as your camera allows 4) use a tripod 5) use a camera with image stabilisation 6) get as much light as you can - indoors turn on all the lights

So, obviously, you're not a photographer. It depends on where you are. Turn on more lights. Go outside. Don't use flash.

Some cameras (really all) blur when no flash is done. 1. Change the ISO if you can. 2. Hold steady, or just lay the camera on something and use the count down feature if you have it.
