Is a 24t Sprocket compatible with a 16t rear cassete?

I am thinking of fitting a 24 tooth sprocket but I wanted to know is it compatible with a 16t rear casette (Its an old Haro)

It's compatible but the gear ratio is very low. Most riders would get a smaller rear cog to maintain about a 2.5:1 ratio. A 24-16 is only a 1.5:1 ratio.
