    Limit screws only provide the stopping points at the inner and outer positions of the derailleur. If the shift cable is set up wrong it can limit the derailleur movement before it gets to the limit stop. On the "L" low limit screw the cable needs to be slack. On the "H" screw pull on the cable to make sure the derailleur is all the way out.

Limit screws are only that. They limit how far the derailleur can move. It is the action of the shifter that moves the cable that moves the derailleur. If the cable doesn't move, the derailleur won't move. If the cable isn't moving when you shift, there is something wrong with the shifter. If the shifter isn't working it is a warranty issue. The shop that sold you the bike should fix it free of charge
