    WD 40? - No. Clean with soap, water, and a tooth brush. Or diesel fuel and a tooth brush. Lube with chain lube.and wipe excess off thoroughly. True yourself? No, unless you for sure know what you're doing. Tires? Forget the "without any flats or punctures." Ain't gonna happen with any tire. Continental Touring Plus is a very puncture resistant tire in your price range. The actual width is smaller than stated, so a 28 c will work for you. If you can find a durable, puncture resistant tire for $25, let us know where.

Stay away from WD-40, use charcoal liter fluid or kerosene to clean the chain and use a good chain oil to lube, chain saw bar oil will also work. You can true a wheel if you take your time and make small adjustments. I turn the bike upside down and use the brake pad as a marker. Get a step stool to sit on and take your time.
