    I can only answer for the State of Texas. My sister and parents are/were foster parents. They receive a monthly check, and the state pays for daycare and the children are automatically enrolled in medicaid. My family fosters because they feel it is the right thing to do, and for the love of the children, but I can understand why there are some unscrupulous people doing it to make money in our state. They do provide enough to take excellent care of the children.

Most places provide some sort of assistance (it's not income, as the money is only intended to go toward the care of the child). However, if you are unstable financially it's probably best to not try to foster just yet; the assistance that's provided is pretty minimal for the care of the kids, and you're still going to be spending more money than you are right now.
