UPenn is any ivy league school and is more known for it's academics. Penn State is more known for their football. If you want to best possible education and are thinking about these schools I would go to UPenn. Don't get me wrong Penn State is a good college but I have heard that UPenn is better for academics.

Penn State is located close to the center of the state in PA, and has satellite schools all over the state. The town it's in is called State College, PA, and that's pretty much all they have there! It's a big football school. U of P is an ivy-league, high-achieving, high-priced prestige school located in Philadelphia. It's not in a great neighborhood, but the campus is like its own town, and you can easily get to anything in center city. They have a renowned hospital and well-known veterinary center. I think this would be the "good school" you're talking about.
